The 24-point rule

Black points from each offence add up on your licence. When they reach 24, the licence is taken and suspended. The longer you keep collecting points, the longer the suspension.

  1. 1stFirst time at 24 points: licence suspended for 3 months. RAK Police say a course at an accredited driving institute can replace the suspension.
  2. 2ndSecond time: suspended for 6 months, and you must pass a training course.
  3. 3rdThird time: suspended for 1 year, with the same training.

New drivers on a probationary licence: reaching the limit means 6 months' suspension (a course can replace it). Reaching it a second time cancels the licence, and you can't sit the test again for a year.

Points are widely reported to drop off 12 months after each offence. We could not confirm this in an official text, so check your own record with the police.

Which rules apply, and emirate differences

Which schedule is in force?

The new federal traffic law (Federal Decree-Law No. 14 of 2024) has been in force since 29 March 2025. It sets court penalties for serious crimes (such as drink driving or hit-and-run) and says the Cabinet will issue a new table of fines. Until that happens, its Article 49 keeps earlier resolutions in force. When we checked on 27 October 2026 we found no new table, so the fines and points here are from Ministerial Resolution No. 178 of 2017 as amended, as published by Abu Dhabi Police on the UAE Government portal. Police apply the same federal fines in every emirate.

Dubai

Dubai has its own impound rules (Decree No. 30 of 2023, amending Decree No. 29 of 2015). For some serious offences you pay a release fee on top of the fine before you get the car back: AED 50,000 for things like jumping a red light, reckless driving, fake or covered number plates, or letting someone under 18 drive, and AED 100,000 for an unlicensed road race. Repeat the same offence within a year and the impound period doubles, up to 90 days.

Early-payment discounts in Dubai come and go as announced campaigns. We could not confirm a permanent discount from an official source, so check the Dubai Police channels before you pay.

Abu Dhabi

Abu Dhabi Police take 35% off a fine paid within 60 days, and 25% off after that within a year. Serious violations are excluded.

Abu Dhabi's impound law (Law No. 5 of 2020) adds release fees: jumping a red light means the AED 1,000 fine and 12 points, 30 days' impound, an AED 50,000 release fee and the licence taken for 6 months. Causing a crash by speeding, sudden swerving, tailgating or not giving way to pedestrians carries an AED 5,000 release fee. A car not reclaimed within 3 months can be sold at auction.

Sharjah and other emirates

Sharjah Police take 35% off a fine paid within 60 days (this also covers impound fees) and 25% after that within a year. Serious offences are excluded.

Other emirates announce discounts from time to time. Check and pay through the Ministry of Interior's official channels or your emirate's police.
